Coupled with a judicious complement of foreign talents in our football development programme, we are on the right track to bring more success for the nation.

There is a need to send our players to the Under-23 tournaments like the SEA Games and Asian Games, as these are part of our grooming process to reach the higher goals of doing well in senior FIFA, AFC and AFF competitions.

The cubs have now been given the chance to don national colours at the Asian Games, to be held in Doha, Qatar from December 1 – 15, 2006.

This followed an appeal submitted by the Football Association of Singapore (FAS), led by Associate Professor Ho Peng Kee, Senior Minister of State for Law & Home Affairs & President of the FAS.

“Let me state clearly that youth development remains a key priority. It is therefore very satisfying that of the 22 players in the successful Under-23 SEA Games squad last year, 21 of them were the products of our youth development programmes while the 22nd player came through our FAS Foreign Sports Talent scheme. Let me assure all that our youth development programmes, including our Centres of Excellence, are very much in place and running well.”

“Singapore football’s youth development programme covers various aspects. The National Football Academy (NFA) focuses on the elite development in the National Under-15,16,17 and 18 squads. For several years now, we have worked closely with the Singapore Sports School to develop players from age 13. Over the years, many young players have emerged through the ranks to earn international honours for Singapore.”

“As for COEs, last year, FAS announced that it would explore a new hybrid approach of organising our COEs where FAS-run COEs will complement Club-run ones. This way, we can leverage on the best out there in the clubs and at the same time, tap the greater resources of the FAS. Those Clubs not running COEs can then concentrate on the S.League, Prime League and community outreach programmes at schools and grassroots levels which means they are still involved in youth development. By our calculations, this delivery model will continue to ensure that sufficient young players are produced every year to meet all the clubs’ requirements”

Youth Development

“FAS continued to invest significant resources towards our various youth development programmes. We have a very good relationship with the respective stakeholders involved in youth development and have worked in particular with the Co-Curricular Activities Branch (CCAB) and the Singapore Sports School (SSS). Our various programmes have continued to fuel the upward flow of talent from grassroots to schools to SSS, COEs to NFA to the Young Lions, the Prime League and S.League and finally to the National “A” team as part of a working eco-system which continues to unearth promising young talents.”

National Football Syllabus

“The development of the strongest, fittest, most skilful, tactically-smart and well-adjusted players on a national basis is our priority. In this regard, a significant milestone was achieved with the completion of a comprehensive National Football Syllabus designed by our Technical Director Slobodan Pavkovic and the FAS Technical Department, for Singapore based on the best practices of leading football nations in the world. ”

“This National Football Syllabus has been specifically tailored to suit Singapore football and in particular for players U-8 to U-18 in order to systematically develop and groom our youth. It also serves as a coaching guide for all coaches involved in the development of youth players in Singapore and the National Football Syllabus will be the main coaching manual for all elite youth football teams in Singapore. In fact, the National Football Syllabus was endorsed by both Liverpool and Tottenham Hotspur when we presented it to some of their technical staff and they commended it for its comprehensiveness.”

“That is my message to all. We will give focus to young players, develop talents as young as 14, 15, 16, 17 years old and talents’ of these players cannot be expand overnight but requires a span of four to five years before they reach the level that is required of them.”

“FAS are helping clubs get their youth development system right so that they have more and better quality local players coming through the pipeline, which will in turn provide the national coach and the technical team with a bigger base of players to choose from.

In order to increase the pool of young talents, FAS have decided that from 2011, ALL LOCAL S-LEAGUE CLUB must operate their club COE U-14, U-16 and U-18 programmes.

The funding for this COE programme is over and above the additional funding of 40% which has been provided for clubs this season.

The Club COE programme will enhance the tactical, technical, physical and mental capabilities of players by providing quality coaching and support services. FAS will be closely monitoring and auditing this programme.”

“Youth development is a key pillar of the FAS Strategic Plan. The new COE format, which will enhance the technical, tactical, mental and physical development of our young players, will add on to our other existing youth development platforms such as the LionsXII and Courts Young Lions.”

“We have a clear vision for the progression of these players: promising young players will be given opportunities to represent Singapore at youth international level when they get selected to be part of the National Football Academy; the players will also get to be scouted by the S.League teams and commence their careers as professional footballers. The COE will be the platform for these young players to both showcase and refine their talents, a step which brings them closer towards their goal of a being a professional footballer.”

Zainudin Nordin – Under the new structure of the COE, three S.League clubs namely Balestier Khalsa, Home United and Warriors FC, will field six age-group teams of 25 players each, at the Under-13, Under-14, Under-15, Under-16, Under-17 and Under-18 levels. There will be a total of three COE League Competitions, at the Under-14, Under-16 and Under-18 levels, which the National Football Academy (NFA) teams will also participate in. <— which is then disband because of the trashing results….

“One of the Key Performance Indicators of both coaches is youth development, and we are pleased to note that about 20 young players have made their international debuts during the past 15 months. We are also heartened and encouraged by the development of several young players in LionsXII, including Zulfahmi Arifin, Gabriel Quak, Shahfiq Ghani, Madhu Mohana and Faris Ramli, who not only recorded more playing time this season but have also progressed to becoming key players of the national team which will be participating in major tournaments such as the Suzuki Cup. Going forward, FAS will continue to support and work closely with our technical and backroom staff, including those from the National Team, LionsXII and Young Lions, to fulfil our footballing objectives.”
